On January 24th, the Combined Joint Task Force 82 (CJTF-82) Deputy Commander of Operations, Brigadier General (BG) Joseph Votel attended a Shura in the town of Gorjay and visited the Zormat Radio In A Box (RIAB) to discuss the positive effects the station is having in the Zormat District, Paktya Province.

 

While in the town of Gorjay, the Zormat District Commissioner, the Zormat Provincial Reconstruction Team, a 1st Kandak ANA Commander, and BG Votel attended a Shura with village elders. The main topics of the Shura centered around the citizens health and well fair and the availability of health care in the area, security from the Taliban and the insurgency, and the growing support the elders and citizens have for the Afghan National Security Forces (ANSF), the Government of the Islamic Republic of Afghanistan (GIRoA) and Coalition forces. The elders expressed their disdain for the Taliban, one elder in particular with strong emotion addressed the Shura stating.......
The people of Gorjay are very upset with the Taliban. Taliban fighters break into the homes of local residents and steal their weapons and food. He also stated that the Coalition Forces and the ANSF were welcomed to search the homes of people that we considered suspicious, but he begged us not to arrest innocent people and to release those that the elders of Gorjay vouched for.

Zormat District Commissioner, Niaz Muhammad Khalil asked the elders to pick a representative from each of the sub-tribes in order to get representation in the new District tribal shura.

The Shura was conducted outside, despite the fact that elders invited the US Soldiers into the Mosque for the Shura. The US Soldiers told them that it would not be appropriate for non-Muslims to enter the Mosque, and suggested to have it outside.

 

 

 

 

 

 

 

 

 

 

 

 

 

Another elder addressed the Shura expressing that......
the people of Zormat were sick of fighting and that they had much hope in intelligent men like the District Commissioner. He complained that many families in Gorjay had no food for the winter. He also stated that the people of Gorjay had a bad reputation due to the actions of the Taliban and insurgents, and that people in Gorjay were as much victims of the Taliban as anybody else. The elder also stated that the elders of Gorjay had mutually agreed to give up a 6 acre plot of land for the construction of a future school, and are waiting for the government to act on their request. The elder ended by expressing that he and the rest of the elders were extremely happy to have the District Commissioner and the Provincial Reconstruction Team visit their village. He claimed that nobody had ever paid attention to Gorjay in the past.

The District Commissioner made many powerful statements to the Shura praising them, starting his speech off discussing the long history of conflict in Afghanistan......

Zormat is a beautiful district with talented and educated people that have great potential for future progress and development. He stated that only through cooperation with the GIRoA and through tribal unity will Zormatis be able to fulfill their future potential. He admitted that there were problems with the government, but there were also problems with Zormati society as a whole that must be addressed before the community can move forward. The Commissioner went on saying that Zormatis faced a golden opportunity for progress at this time. He discussed all the development projects currently taking place in Zormat and the unprecedented amount of security forces currently operating in Zormat. He told the elders that they had to seize this opportunity and begin new through tribal unity. He also elaborated on the benefits of a democratic Afghanistan. He re-emphasized over and over again that his door was open and as District Commissioner he would welcome any of the elders of Zormat to visit him. He said he would even welcome Taliban members if they chose to speak to him. He told the elders that if he could not resolve the issues they faced, they could go to the provincial, and then the national level government, emphasizing that the GIRoA was there to serve the people.
After the Shura and a brief from the Afghan National Army Commander, BG Votel visited with the Staff of Zormat's Radio In A Box (RIAB). The RIAB Program is comprised of a small, mobile FM radio system that can be easily deployed throughout the region with the intent on delivering public information and news ultimately connecting citizens to the Islamic Republic of Afghanistan. The radio station also reports the activity and where bouts of insurgents in a given area to the citizens and also known hot spots where IEDs are a potential threat.  Insurgent networks often call these radio stations to claim there innocents, and to threaten the lives of the RAIB staff. A known insurgent recently called RIAB Zormat complaining about the messages they were conveying and threatened to kill the RIAB operators. The RAIB operators responded by telling the insurgent to simply give up and turn himself in. BG Votel edified the RIAB operators stating......
The two operators of Radio In A Box Zormat are very patriotic and believe strongly in what they do for their country.

BG Votel met personally with the two operators of the radio station, thanking them for their patriotism and dedication to Islamic Republic of Afghanistan despite continuous death threats from Taliban opposition.
