BAGRAM AIR FIELD, Afghanistan — An Article 32 investigation commenced today at Forward Operating Base Salerno in eastern Afghanistan to review allegations of detainee abuse and several other lesser offenses by two U.S. service members.

An Article 32 investigation, the military equivalent of a civilian grand jury hearing, offers testimony and a review of evidence to determine whether or not the individuals charged with these offenses should be brought to trial. 

The Article 32 follows an administrative investigation earlier this year.  The initial investigation of Capt. Roger T. Hill and 1st Sgt. Tommy L. Scott, both of 1st Battalion, 506th Infantry Regiment, was prompted by a report from within the unit about potential detainee abuse. 

The Article 32 investigation officer will hear all evidence presented and make a recommendation to the brigade commander.

Similar to the civilian criminal process, the service members are presumed innocent of all charges unless proven otherwise.
